Hair roots can be revived?

Hi! In the video there was a part about the "hair roots below the surface remains alive". I was wondering if there is a way there to reverse balding even if you are completely bald? Or is there a high possibility that there will be a method for that in the near future? I would really like to see any research about this topic. Thanks!
