Why hasn't this issue been solved many many years ago, if this has already been seen as something so damaging to the world?

Climate Change and Global emissions have been on the rise since forever, and people have been trying to find ways to slow it down and fix the issue for years. If food is only effecting a small portion of the annual carbon emissions, then why hasn't this been talked about long before?
