I think facing society is more difficult because the government can change his law and it can be applied to very movement but changing thinking of society takes to long

It's difficult to face oppressive societies because when you fight a government you need to fight with its rules and regulations or say oppressive measures but when you fight with a society, you have to fight with mentality, sentiments, deep rooted tradition or beliefs.

Facing the society oppression is way more difficult , it need at least one generation to be educated to change its mentality ( traditions and costumes) , then the government's oppression will be decreased as a result of that.
