To get a general idea of the sate of the 2 locations, which one has good economy, jobs, nice weather, low crime and etc. Based on this knowledge you can start to analyze the locations and see why people would want to migrate between these locations, why is essential for them to go location A instead of B for ex. work?
So people could learn about push pull factors.
For economic purposes and for preparation for disasters.
So then we can get around better and communicate. If one location is over run then you can move to the next one.
Because you do not know when there will be able to get the flu and turn into a zombie
Because then there are not any fighting going around so you can get people to go to places so that they do not feel like they can not go to the place that they want to go. And so they can get people to work in different citys if they wanted to.
Because it is important to know that connection if there ever was one.

For good economics and good resources and higher population than the last one.
Because knowing that one has a good economy, low crime rate, nice environment, good jobs, and a well weather, and one doesn't. You can be prepared.

To be prepared for something that might happen, and if the physical environment in your city is bad.

So you have a plan and be able to survive. That would knowing your options to where to flee to. That will help your chances of the survival of the apocalypse.
