I personally agree with Hobbes, because after learning from our past mistakes, we atleast legally outlaw brutish nature which demotivates us from being Murderous.
Rousseau statement seems unfounded from basic natural law that only the fittest survives. If our civilizational system would be inefficient it would automatically collapse. Although everything has Pros and Cons but in civilizational games Pros outweigh the Cons.
